Known for her big smile, big personality, and even bigger heart, Rikia has always had a natural gift for connecting with children and families. From a young age, her imagination ran freely—full of ideas, creativity, and a carefree spirit. She was the go-to babysitter and eventually made her mark in Pre-K and Kindergarten classrooms for over 15 years.
What she didn’t realize at the time was that those early moments were preparing her for a lifelong calling—nurturing, guiding, and inspiring children and families. Raised in Annapolis, Maryland, alongside her twin sister and mother, and spending countless summers and weekends in the Browns Woods Community on the Broadneck Peninsula, her roots in community run deep. That early passion has grown into her purpose: bringing generations together through culture, learning, and a deep love for community. Through Sevens Foundation Inc., she is helping reignite belonging, pride, and purpose—showing the true power of generations coming together.

Shaka Pack de Flores brings more than a decade of experience in program management and nonprofit leadership, with a strong track record of designing and implementing initiatives that strengthen communities, expand access to opportunity, and support multigenerational families.
Having worked on both sides of the grant process—as both a grant administrator and a program leader responsible for grant-funded initiatives—she brings a unique and practical perspective to building sustainable, well-managed programs. Known for her data-driven approach, Shaka excels at creating meaningful impact within tight budgets, aligning stakeholders around shared goals, and ensuring programs remain both mission-driven and measurable. She blends strategic vision, operational excellence, and heart-centered leadership in everything she does. What makes her work especially meaningful is that she is from the very community Sevens Foundation serves. Her lived experience fuels her commitment to equity, empowerment, and long-term transformation.
Guided by a humanitarian spirit, she believes that giving back is a meaningful expression of gratitude and community care. With over 10 years of experience in community outreach and event planning, she brings creativity, heart, and intention to every Sevens Foundation initiative.
She is passionate about connecting directly with families and sharing the organization’s mission in meaningful ways. Her work transforms community events into welcoming, joyful, and impactful experiences. As the owner of Blow Balloon Boutique LLC, she leads the creative vision behind Sevens Foundation events—bringing each experience to life in a way that celebrates culture, connection, and togetherness.
